Pacific Direct Line wishes to advise our customers that as a result of the significant movements in the price of ships’ bunker fuel we are reviewing the BAF on all services. The price of oil has risen from USD82.40 per barrel in August 2010 to USD129.66 in early March, an increase of 57% in eight months.
Therefore we wish to advise that for cargo from New Zealand to Norfolk Island the CABAF which has been at 29.72 % for some time now will increase to 42 % as from Norfolk Guardian V 86.

Below
please find some rules and regulations concerning how we will receive cargo in
the future
Palletizing
All cargo must be palletized, strapped and shrink wrapped.
Large crates and cases must be skidded so that fork hoists can easily handle
from both sides.
Maximum allowable height of each pallet is 1.5 metres.
Shipping
Marks
All
cargo must be marked on at least 2 sides (preferably 3 sides) with Consignee
name,
In
the future cargo not marked adequately will not be received
Hazardous
cargo
All
Hazardous cargo must be booked with correct IMO Dangerous Goods Declaration. All
cargo must have the correct Hazardous Stickers fixed.
Measurement
of cargo
Traditionally
all cargo to

From the ground to the highest point of the cargo
Length: Full length of the cargo/pallet whichever is greater
Width:
Full width of the cargo or pallet whichever is the greater.
Whilst this will
increase the freight charged we have amended the tariffs to compensate.
Receiving
cargo
All cargo
will only be received on a completed Carters Note which shows:
Shippers name, Consignee, Description of the goods, correct measurement,
Marks, Correct Weight, Vessel and Voyage number and the booking reference number
Remeasurements
We
have found recently that some cargo is being both under and over declared. This
causes a great amount of extra work for releasers and we would ask that a little
care and attention is taken and the correct measurement is declared. If we are
asked to remeasure cargo because of a discrepancy there is a A$50 charge

PDL have had numerous problems with carriers arriving at the wharf with cargo to be received without proper documentation (i.e. carters Notes) and without a hard copy of the CEDO. There have also been problems with consignees identifying their cargo when discharged at Norfolk Island because of no marks being shown on cargo.
PDL have also experienced numerous problems when loading the vessel in having to identify cargo for the stevedores who are reluctant to load cargo that is unmarked for the fear of it not being for Norfolk Island.
PDL have given strict instructions to our Auckland Tally clerks to turn away any cargo that is presented to the wharf without proper documentation (i.e. carters note and hard copy of the CEDO) and properly marked.
Norfolk Island Importers should instruct their suppliers to have the proper documentation when sending cargo to the wharf for receiving otherwise it will cost them time and money in getting the cargo returned if they are turned away.

an “all time high”.

last time we adjusted the BAF was in August 2005 however like every consumer of
Petroleum products, Shipping Companies are also faced with increases to the
price we pay. Regrettably we can no longer absorb these increases and must pass
them on to shippers.

Under the vessel sharing agreement with NISE we can advise that a replacement vessel has been purchased for the NZ/Norfolk Island service. Named the Norfolk Guardian the vessel was built in 1985 and at 2430 DWT is more than twice the size of the 28 yr old Maasmond. Norfolk Guardian will sail under the Tongan Flag with a Tongan crew .She will maintain the regular schedule from Yamba to Norfolk Island then Auckland/Norfolk Island that shippers and consignees have become accustomed to. Two Hiab cranes will be fitted to the vessel to assist with the discharge into the Lighters at Norfolk Island . Whilst not anticipating a huge increase in tonnage's we will be able to handle the cargo more efficiently.
